THE National (pan-Arab) Conference is the highest authority of The BASP. It represents the Party's National Organizations in all Arab Countries . It is composed of the Original and candidate members of the National Leadership , the members of the Regional Leaderships , The Arab Countries complementary delegates (elected among Members of the Regional Conferences), and the representatives of the National Organizations, in addition to the Party's Court Members .
The National Conferences enrich the Party's creed and ideology plans the Party's methodology and polices , takes decisions and recommendations related to cultural , organizational , political and economic issues . In addition , it develops the Party's Organizational Base according to the needs of every phase .
Since it was founded , the BASP held 13 main National Conferences and 2 extraordinary Ones . The first Conference was held in Damascus in 1947 . The 13 th Conference was held also in Damascus from 27.7 to 2.8.1980 .
